Description : Responsibility scope
The job holder is responsible to establishing the technical standards for the telecommunications sector, and providing advice on technical and policy issues concerning technical standards.

Key Responsibilities
• Establish the public telecommunication network standards and guidelines that promote access to public telecommunications networks.
• Perform all engineering function of the Authority with respect to formulating technical rules and regulation, technical standards, and general policies related to technical affairs.
• Establish the regulatory framework for Quality of Service, encryption usage and trade in encryption products, Domain Name, and network infrastructure, as per the Telecommunications Act such that the technical standards will support the promulgation of fair competition in the telecommunications sector.
• Develop and maintain overall Network Security Strategy including SPAM.
Keep pace with rapid technological changes in relation to telecommunications core networks.
• Liaise with other Units on issues related to Technical Planning, so as to ensure all necessary aspects and needs between Technical Planning Department and other Units’ development are considered and coordinated.
• Represent my client in technical matters pertaining to technical regulations and compliance

61656; Develop and manage the departments’ work plan objectives and KPIs, with respect to the Unit’s work plan and my client’s Vision, Mission and Objectives:
• Cascade the Unit and Department’s work plan, objectives and KPIs to the staff
• Ensure periodic review and submission of progress to the higher management.
61656; Manage and control department’s budget:
• Establish and submit the department’s budget for approval
• Ensure that the department’s needs and projects expenses are within the approved budget.
61656; Oversee and ensure that the work process and operating procedures are reviewed and revised regularly to ensure effectiveness and efficiency.
61656; Develop and manage the staff:
• Participate in the recruitment and induction of direct reporting staff
• Monitor and ensure that professional and personal development of direct reporting staff are progressing in tandem with their career development
• Monitor, appraise and manage direct staff performance
• Motivate direct reporting staff

Candidate Profile
61656; Masters in (Telecoms) Engineering with > 8 years relevant experience
61656; Bachelor in (Telecoms) Engineering with > 13 years relevant experience

Specific Job Skills
• Strong knowledge in telecommunications sector
• Strong technical backgrounds in telecommunications services and equipment
• Able to perform wide technical researches and produce comprehensive reports.
• Strong written and verbal communications skills in Arabic and English
• Strong ability to deal with people with different cultural and ethnic backgrounds
• Strong analytical and thinking skills
• Strong manager
