Description :	Technical Affairs Dept Responsibility The job holder is responsible for providing the necessary opinions, consultancy, and advice to the Senior Manager and the unit on all issues related to the particular Unit’s area of work. Key Responsibilities • Provide advice & information on technical, licensing, interconnection and regulatory as requested or prompted. • Assist in planning, developing and implementing Interconnection Models for determination of termination charges. • Assist the Senior Manager and the department managers in making decisions on technical, regulatory, licensing and interconnection issues.. • Draft and formulate technical consultation papers, regulations, procedures, guidelines and other related documents as requested. • Review and revise technical, licensing, interconnection related documents. • Keeping abreast with new technical standards, technology updates, policy issues related to opening up of telecom market, licensing, interconnection, reference access offers, interconnection agreements, inter-operator issues and commenting thereupon. • Maintain awareness and knowledge of contemporary theories and methods and provide suitable interpretation to the Senior Manager, Department Managers, and the employees. • Provide appropriate guidance to the Senior Manager on various technical and licensing projects and consultancies. • Guide the staff on appropriate levels of training courses. • Represent the organization locally and internationally in related events and functions as appropriate. • Provide structured/ non-structured on-job training, coaching on interconnection and traffic management related issues to the junior staff. • Facilitate the Authority on various policy, licensing, interconnection and technical issues as the multi-operator multi-service regime gets established in the Sultanate of Oman. Candidate Profile • Masters in the relevant field with >13 years relevant experience in the telecom field • Bachelor in the relevant field with > 20 years relevant experience in the telecom field Specific Job Skills • In-depth knowledge and understanding of the telecommunications sector and economy in general • Strong written and verbal communications skills in English and Arabic • Strong expertise and experiences on various technical, interconnection, licensing and regulatory issues as required for multi-operator multi-service scenario in the Sultanate of Oman. Computer Skills Proficiency and practical ability in MS office.
